    Ontario Back-to-Back PNP Draws

Ontario began in September 2025 with an impressive surge in immigration demand, issuing two large batches of invites in the Ontario Immigrant Nominee Program (OINP). Between September 2 and 3, the province issued over 4,500 candidates in several streams, again substantiating itself as one of the most active Canadian provinces for immigrant admissions for the skilled workforce.

This round is characterized by the strategic deployment of immigration in filling labor gaps in the non-urban areas and contributing to the economic development of the non-GTA areas.

September 2, 2025: One Of Ontario's Largest Draws of The Year

Ontario released three separate draws on September 2 under the stream of the Employer Job Offer, issuing a total of 2,643 applicants (ITAs) an invitation to apply. This was among the largest 2025 draws, specifically for early childhood educators as well as for health care applicants.

Employer Job Offer: International Student Stream

Employer Job Offer: In-Demand Skills Stream

September 2nd announcements specifically took priority for applicants with job offers for crucial positions. These included doctors, nurses, midwives, and physician assistants for NOC codes in the category for health-related jobs, early childhood educators, and assistants.

In addition, the In-Demand Skills stream targeted home support workers and related occupations, a sector facing growing labour shortages in Ontario.

September 3, 2025: Another Large Round of Invitations

Just the day before, on September 3, Ontario again conducted two further draws during the Employer Job Offer category, inviting yet another 1,893 candidates.

Employer Job Offer: International Student Stream

The September 3 invitations differed from the previous day’s, as they were less specific, with greater cut-off scores than on September 2. Regardless, the large number of invitations reflects Ontario’s steady approach to fulfilling its labour market needs.

How the OINP Employer Portal has Transformed the Process

Ontario has also been using the new Employer Portal system for the Employer Job Offer streams since July 2, 2025. This change moved the responsibility away from applicants to the employers:

Employer Job Offer: In-Demand Skills Stream

This stream offered 25 invitations, and all of them went to community candidates linked to REDI. The cut-off was very low at 34 points.

    Pathway to Permanent Residence

The applicants who received the invites on 2 or 3 September will now have the option to file an application in full to the OINP. They will then be able to apply for Canadian permanent residence with the federal government after a successful nomination.

Ontario's Ongoing Preoccupation with Workforce Shortages

With these two back-to-back rounds, Ontario issued over 4,500 invitations in just two days, highlighting the province’s urgent need for skilled talent in healthcare, child care, and other critical occupations. For eligible immigrants, these draws showcase Ontario’s commitment to inviting foreign workers and international graduates who can contribute to its growing economy.
