What Is the Canadian Experience Class (CEC)?
Introduced in 2008 by Immigration, Refugees and Citizenship Canada (IRCC), the Canadian Experience Class was created to help skilled temporary residents transition to permanent residence. This program is specifically designed for temporary foreign workers and international graduates who have already gained skilled work experience in Canada. CEC is managed under Canada’s Express Entry system, which oversees three major federal economic immigration programs:
- Federal Skilled Worker Program (FSWP)
- Federal Skilled Trades Program (FSTP)
- Canadian Experience Class (CEC)
Over the years, CEC has become one of the most reliable and popular permanent residence pathways for candidates who are already contributing to the Canadian workforce.
How the Canadian Experience Class Works
The Canadian Experience Class is jointly administered at the federal and provincial levels to strengthen Canada’s economy by retaining skilled workers with Canadian work experience.
Like all Express Entry programs, CEC candidates are ranked using the Comprehensive Ranking System (CRS). Applicants with the highest CRS scores are selected and issued an Invitation to Apply (ITA) for Canadian permanent residence during a CEC-specific draw. If you have previously lived, studied, or worked in Canada, you may be well-positioned for selection under the CEC stream.

Basic Eligibility Requirements for CEC
- At least 1 year of skilled work experience in Canada within the last 3 years
- Meet minimum language proficiency requirements:
- CLB 7 for TEER 0 or 1 occupations
- CLB 5 for TEER 2 or 3 occupations
- Intend to live and work outside the province of Quebec
Meeting these minimum requirements allows you to enter the Express Entry pool, but does not guarantee an ITA. Selection depends on your CRS score relative to other candidates.
