    Canada to Consider Implementing Three Specific Express Entry Streams in 2026

    Canada is planning to place a bid to increase its Express Entry program in 2026 by launching three targeted categories for immigration: high-level executives, science and research professionals, and veteran military personnel.

    Immigration, Refugees and Citizenship Canada (IRCC) tabled the bill in a notice of consultation, which invited public input on or before September 3, 2025. The strategy is intended to meet the economic and national gaps of the country, along with aligning immigration with its demanding labour needs.

    New Financial Thresholds by Family Size

    The adjustment is a 31.94% increase for individual applicants. For example, one must now have at least $10,507 in available funds, a rise from the previous $7,963. Settlement fund balances fluctuate with family size:

    What are the New Categories

    Executive Leadership Professionals

    One of the proposed occupation streams would be senior managers with the expertise to manage operations, lead large groups of professionals, and direct corporate or organizational strategy. IRCC believes that this stream can drive innovation, improve productivity, and improve Canada’s competitiveness globally.

    Research & Scientific Talent

    Another possible category would be to recruit individuals with rich research backgrounds. While the disciplines have not been identified, the intention is to spur innovation, advance economic growth, and nurture Canada’s potential in frontier fields.

    Highly Qualified Military Personnel

    The third proposed category is targeted at qualified military officers from allied nations. The aim is to provide the Canadian Armed Forces by hiring experts with top-level defence experience and exposure.

    Effect on International Graduates

    Canada’s Express Entry program will also affect Post-Graduation Work Permit (PGWP) eligibility, specifically as the program-specific field of study requirements took effect in 2024.

    There are now 119 study fields still PGWP-eligible, down from a peak of 178 delisted earlier in 2025. There would be changes in 2026 to bring study programs into line with the new immigration priorities if the new categories are approved. There is an official update to PGWP-eligible fields planned for early 2026.
    Interestingly, bachelor’s, master’s, or doctoral degrees are exempted from following this profession-specific law.

    Category-Based Selection: And How It Works

    Category-based selection, which was brought in during 2023, allows Canada to invite candidates with specific skills or language abilities rather than inviting them based on overall CRS scores. While there are regular and program-specific draws for the Canadian Experience Class (CEC) and Provincial Nominee Program (PNP), the system also provides a route for focused pools of talent.

    Category-specific cut-off points are generally lower than overall cut-off points. For instance, one recent CEC draw had a requirement of 534 CRS points, whereas a healthcare draw had 475.

    Metro Areas Now Ineligible for Low-Wage LMIA Applications

    The following Census Metropolitan Areas (CMAs) now fall under the exclusion list due to jobless rates exceeding the 6% threshold:

    These figures represent a significant increase from the earlier requirement of CAD $20,635 for a single applicant, which had been in effect since January 1, 2024.

    Next Steps

    IRCC will take the views of individuals, industries, and stakeholders into account before deciding on the implementation of these three new categories in 2026.

    They would significantly ease the pathway for executives, researchers, and defence experts to become Canadian permanent residents.
