Immigration, Refugees and Citizenship Canada (IRCC) will accept TOEFL Essentials as one of the tests of language for permanent residence.
The applicants under economic immigration streams will be in a position to provide TOEFL Essentials test scores as proof of English language competence once implementation arrangements are in place.
The adjustment is a 31.94% increase for individual applicants. For example, one must now have at least $10,507 in available funds, a rise from the previous $7,963. Settlement fund balances fluctuate with family size:
The announcement was made by the Educational Testing Service (ETS), the entity responsible for producing and administering TOEFL tests. ETS reported on August 21 that IRCC has designated it as an official language test organization. The two entities are working together to establish timetables, procedures, and the availability of test centres before the formal introduction.
Courses where the test may be used
Once fully implemented, TOEFL Essentials will be accepted in several economic-class immigration streams, including:
The three Express Entry streams: Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP), and Canadian Experience Class (CEC)
Atlantic Immigration Program (AIP)
Provincial Nominee Programs (PNPs), though acceptance will depend on the province, since every province has its selection process
This update offers potential applicants a fresh option beyond the current roster of accepted English tests.
Unlike the traditional standardized tests, TOEFL Essentials aims to find a midpoint between academic English and communication skills applicable in everyday life. The test measures four main areas—listening, reading, writing, and speaking—through brief, real-life application-similar activities. Test-takers also provide a brief personal video introduction, which provides an overall impression of their communication skills, though it is not graded.
Abilities in these tests are measured under the Canadian Language Benchmarks (CLB), which have a consistent level of English ability across immigration programs.

These figures represent a significant increase from the earlier requirement of CAD $20,635 for a single applicant, which had been in effect since January 1, 2024.
Language testing is a key step for candidates interested in Canadian permanent residence through skilled immigration streams. By supporting another established test, Canada is making the doors more open to applicants worldwide.
The official release date for TOEFL Essentials acceptance is still to be decided. Applicants will be well advised to monitor IRCC’s official releases closely to know when they can begin filing scores for this new test.
