Manitoba Issues 862 ITAs in Latest PNP Round

In the latest set of invitations, the Manitoba Provincial Nominee Program issued opportunities to 862 skilled workers to pursue a provincial nomination, reaffirming its interest in attracting skills that address the needs of the Manitoba labor market.

The Draw took place on the 9th of October, 2025, as Draw #255, and represented the first one of the month.

The MPNP Draw of October 2025 Summary

The latest invitation round targeted migrants along two major streams – Skilled Worker in Manitoba, as well as Skilled Worker Overseas.
Invites were released under both the occupation-restricted as well as employer-directed selection streams, highlighting the provincial plan to aid high-demand industries such as caregiving as well as health care.

Skilled Worker in Manitoba: Emphasis on Healthcare and Caregiving

A total of 583 Letters of Advice to Apply (LAAA) were issued to candidates working in Manitoba’s caregiving and healthcare industries. They included workers working in positions similar to:
    Category Details
NOC Code and Title 44101 – Home support workers, caregivers, and related occupations
NOC Broad Occupational Category 3 – Health occupations
The candidates from this bracket should be working within applicable Manitoba-residing occupations, that is, occupations that are connected with the field of caring or the field of medicine. The province still favors such occupations because there remains a continuing need to be able to cover public health as well as elder care projects.

Skilled Worker Stream: Employer-Driven and Strategic Recruitment Invitations

Another 279 letters of invitation were given to applicants who had received direct invitations from the MPNP within the Skilled Worker in Manitoba or Skilled Worker Overseas streams. The initiatives are customized vehicles to connect Manitoba employers, international skilled-in-demand communities.

    Strategic Recruitment Initiative LAAs Issued
    Employer Services 45
    Francophone Community 43
    Regional Communities 8
    Ethnocultural Communities 3
    Temporary Public Policy (TPP) 180
The Temporary Public Policy (TPP) again featured prominently in this invitation, as Manitoba targeted the second consecutive round of invitations to these candidates. Under this collaborative venture between Immigration, Refugees and Citizenship Canada (IRCC) and the Manitoba Government, qualified skilled workers can be issued open work permits before receiving results of provincial nomination – a step towards filling existing labour gaps among the states that participate.

Express Entry Applicants in the Draw

Of the issued total 862 LAAs, 203 candidates possessed a valid Express Entry profile number as well as a job seeker authentication code.

This enables them to be eligible to secure the additional 600 Comprehensive Ranking System (CRS) points upon being nominated, substantially enhancing their chances of receiving an Invitation to Apply (ITA) to permanent residence under the federal Express Entry program.

Why Some Prospective Voters Might Not Have Been Invited

Although the vast majority of candidates satisfied the stipulated specifications, some may have been overlooked in receiving the invitations due to invalid or incomplete data. They were:
The MPNP emphasized that professionals in regulated fields must hold valid provincial licenses and complete all mandatory licensing steps to retain eligibility after being invited.

    Temporary Residence Applications

    Visas for Visitors Abroad (TRV)

The processing times also differ widely by country:
The greatest jump was for India, whose wait times doubled more than once. In contrast, Nigerian and Philippine applicants are experiencing quicker clearance.

Metro Areas Now Ineligible for Low-Wage LMIA Applications

The following Census Metropolitan Areas (CMAs) now fall under the exclusion list due to jobless rates exceeding the 6% threshold:

Family Size Minimum Required Funds (Annual)
1 person (student only) CAD $22,895
    2 people CAD $28,502
    3 people CAD $35,040
    4 people CAD $42,543
    5 people CAD $48,252
    6 people CAD $54,420
    7 people CAD $60,589
    Additional family member CAD $6,170

These figures represent a significant increase from the earlier requirement of CAD $20,635 for a single applicant, which had been in effect since January 1, 2024.

The Reason Why Manitoba Was Selected

Through occupation-specific draws, Manitoba continues to target applicants already employed in high-demand industries, particularly healthcare, ensuring the provincial labour market remains stable and responsive to workforce gaps.

In the meantime, strategic recruitment efforts reinforce cooperation between the MPNP, Manitoba employers, and civil society groups. The cooperation facilitates the identification of highly skilled workers outside the country who can bring distinctive skills or language skills, e.g., French-speaking individuals, to promote regional and cultural diversity in the Manitoba workforce.

A Continuous Process to Develop Manitoba's Skilled Worker Pool

This new draw is consistent with Manitoba’s evolving strategy to attract international skills through the alignment of immigration selections with Manitoba’s most pressing job needs. As a follow-up to earlier initiatives such as the Temporary Public Policy and community-initiated recruitment, Manitoba continues to provide a clear pipeline to long-term settlement within the province to foreign workers.

For skilled workers aiming to settle in Canada, the Manitoba Provincial Nominee Program remains one of the most attractive routes – with both short-term employment opportunities as well as a clear migration route to permanent residence.
