    Quebec’s Major PSTQ Draw Invites 2,555 Skilled Workers Across All Four Streams

    On April 30, 2026, Quebec’s Ministry of Immigration, Francization and Integration (MIFI) carried out another large immigration selection round under the province’s Skilled Worker Selection Program (PSTQ). The latest invitation round targeted candidates across all four PSTQ streams and resulted in a total of 2,555 invitations being issued to eligible foreign workers already contributing to Quebec’s labour market.

    This marked the fourth PSTQ draw of 2026 and included invitations under the Highly Qualified and Specialised Skills stream, Intermediate and Manual Skills stream, Regulated Professions stream, and Exceptional Talent stream.

    The draw focused heavily on candidates with Quebec work experience, priority occupations, regulated professions, and Quebec educational qualifications.

    Quebec PSTQ Draw Held on April 30, 2026

    The April 30 draw was one of the broadest invitation rounds conducted by Quebec this year because invitations were distributed across every PSTQ category. The province continued prioritizing candidates already established in Quebec, particularly those with local education credentials, work experience, and occupations facing labour shortages.

    The largest number of invitations were issued under the Regulated Professions stream, while smaller targeted selections were conducted for exceptional talent candidates.

    Stream 1: Highly Qualified and Specialized Skills

    Under Stream 1 of the PSTQ, Quebec invited candidates working in TEER 0, 1, and 2 occupations who are currently residing in Quebec and possess at least 12 months of eligible work experience.

    A total of 983 invitations were distributed through three separate exercises.

    Quebec continues to rely on Canada’s National Occupational Classification (NOC) system and TEER categories to organize occupations based on required education, experience, and training levels. TEER 0 occupations generally include management roles, while TEER 5 occupations usually involve positions requiring limited formal training.

    Stream 2: Intermediate and Manual Skills

    The province also conducted selections under Stream 2, which focuses on workers employed in non-regulated TEER 3 to TEER 5 occupations. These candidates were also required to possess at least 12 months of Quebec work experience.

    A total of 506 invitations were issued through three different exercises.

    The Regulated Professions stream accounted for the highest number of invitations during the April 30 PSTQ draw. Quebec issued 1,058 invitations across six separate exercises targeting workers employed in regulated occupations while residing in the province.

    The April 30 PSTQ draw demonstrates Quebec’s continued strategy of selecting candidates who already have strong ties to the province through employment, education, regulated professions, or specialized expertise.

    The province also maintained a strong emphasis on French-language ability, Quebec diplomas, and occupations facing labour shortages across multiple sectors.

    With invitations being issued across all four PSTQ streams, the latest draw highlights Quebec’s broader effort to address workforce demands while continuing to attract skilled immigrants capable of integrating into the province’s labour market and French-speaking society.
