Quebec Announces Return of PEQ Pathway for Permanent Residence
Quebec has officially confirmed that its well-known Quebec Experience Program (PEQ) will resume accepting applications beginning July 2, 2026. The announcement marks a significant development for international graduates and foreign workers who have been waiting for the pathway to return after its suspension in late 2025.
According to Quebec’s immigration authorities, the program will remain available for a temporary two-year period before closing again on July 2, 2028. The reopening is being positioned as a transitional measure while the province continues shifting toward its newer immigration selection framework.
PEQ to Reopen in Stages
Rather than launching the program under a fully open model from day one, Quebec plans to introduce the PEQ in phases.
The first phase will run from July 2, 2026, through October 31, 2026. During this period, priority will be given to individuals who had already met the eligibility requirements before the PEQ was halted in November 2025.
This approach is intended to provide an opportunity for candidates whose immigration plans were disrupted by the suspension of the program. Applications will be accepted starting at 8:30 a.m. Eastern Time on July 2, with no limit on the number of submissions during the initial phase.
Who Can Apply During the First Intake Period?

Candidates who qualified under either stream before the program’s closure will be able to submit applications during the first intake period.
Officials have also stated that they aim to distribute Quebec Selection Certificates (CSQs) in a balanced manner between the two streams, ensuring that opportunities remain available to both graduates and experienced workers.

- Individuals employed in TEER 5 occupations
- Candidates who have not yet accumulated two years of qualifying work experience.
