    Quebec has issued 519 invitations to skilled foreign workers through its Skilled Worker Selection Program (PSTQ), offering eligible candidates an opportunity to move closer to Canadian permanent residence. The selection round took place on September 24, 2026, and covered all four immigration streams, including highly qualified professionals, workers in intermediate and manual occupations, regulated professionals, and individuals with exceptional talent.
    The largest share of invitations went to candidates in intermediate and manual occupations, with 316 invitations issued under Stream 2.     The August 27 selection round covered all four PSTQ streams and targeted candidates with different occupational backgrounds, work experience and professional profiles. Candidate profiles considered in this round were taken from the pool on August 24, 2026, at 11:48 a.m.

    Stream 1: 86 Invitations for Highly Qualified and Specialized Workers

Applicants generally needed to be living in Quebec and demonstrate at least 12 months of experience in their principal occupation during the preceding five years.

    The 86 invitations were distributed across three exercises, with qualifying diplomas and occupations in priority sectors playing an important role in candidate selection.

    Exercise 1: Healthcare, education and natural sciences
    Candidates needed a qualifying diploma and a primary occupation connected to a priority sector. The eligible occupations included:

    Healthcare, Education and Social Services Occupations

    Exercise 1 covered 32 occupations, including the following healthcare and education professionals:

    The full eligible list also included dental technologists and technicians (32112), cardiology technologists and electrophysiological diagnostic technologists (32123), other professional occupations in health diagnosing and treating (31209), other technical occupations in therapy and assessment (32109), paramedical occupations (32102), physician assistants, midwives and allied health professionals (31303), and therapists in counselling and related specialized therapies (41301).

    Engineering, Skilled Trades and Transportation

    Exercise 2 covered 30 occupations, with eligible candidates required to work in a priority sector. The list included:

    Exercise 3 focused on eight construction-related occupations: concrete finishers (73100), construction trades helpers and labourers (75110), floor covering installers (73113), glaziers (73111), painters and decorators, except interior decorators (73112), plasterers, drywall installers and finishers, and lathers (73102), roofers and shinglers (73110), and tilesetters (73101).

    For Exercise 4, candidates had to demonstrate their intention to practise in a regulated occupation classified under TEER 4 or 5. The province did not publish a specific occupation list for this exercise.

    Stream 4: Seven Invitations for Exceptional Talent

    The exceptional-talent stream issued seven invitations to candidates with at least 36 months of experience in their principal occupation during the previous five years.

    What Happens After Receiving a PSTQ Invitation?

    An invitation allows a candidate to proceed to the permanent selection application stage, but it does not guarantee Canadian permanent residence. Candidates must submit the required documents and meet the applicable conditions before Quebec can approve their applications.

    Eligible applicants already living in Canada may also qualify for a bridging open work permit after submitting their permanent residence application. Eligibility depends on the applicable federal conditions, so candidates should confirm their circumstances before relying on this option.

    Quebec's PSTQ Strategy Through the End of 2026

    Quebec’s selection approach is also being shaped by the reopening of the Quebec Experience Program (PEQ) on July 2, 2026. The province is adjusting invitations under the PSTQ while the first PEQ intake period remains open.
    Until the current PEQ intake closes on October 31, 2026, Quebec plans to limit PSTQ invitations, with greater attention to candidates in TEER 4 and 5 occupations and individuals with less than two years of work experience. This helps explain the substantial number of invitations issued through Stream 2 and the large selection exercise for TEER 4 and 5 occupations.

    From November 2026, the province plans to adjust PSTQ invitation volumes according to the number of applications received during the initial PEQ intake. These changes are intended to support Quebec’s immigration admissions objectives for 2026–2029. The province has also indicated its intention to issue equal numbers of CSQs through the PSTQ and PEQ from June 10, 2026, through the end of the planning period in 2029.

    Who Should Consider the Quebec Skilled Worker Selection Program?

    Foreign workers who intend to settle in Quebec may consider creating a declaration of interest through Arrima, the province’s immigration selection platform. Their profiles can then be considered for invitations based on occupational requirements, qualifications, experience and the criteria established for individual selection rounds.
    The PSTQ has four streams, and the appropriate pathway depends largely on the candidate’s occupation, NOC classification, TEER category and professional circumstances. Healthcare workers, educators, engineers, technology specialists, construction workers, transportation professionals and candidates with exceptional achievements may find relevant occupations within the program, although meeting the requirements does not guarantee an invitation.
