What Happens After Receiving a PSTQ Invitation?
The process generally involves the following steps:
- Receive an invitation: Candidates must be selected through the relevant PSTQ exercise and satisfy its requirements.
- Apply for a Quebec Selection Certificate: Invited applicants submit a complete permanent selection application to the province.
- Obtain the CSQ: If Quebec approves the application, it issues a Quebec Selection Certificate.
- Apply for federal permanent residence: Candidates with an approved CSQ can apply to the federal government for permanent residence and complete the remaining admissibility requirements.
Eligible applicants already living in Canada may also qualify for a bridging open work permit after submitting their permanent residence application. Eligibility depends on the applicable federal conditions, so candidates should confirm their circumstances before relying on this option.
Quebec's PSTQ Strategy Through the End of 2026
From November 2026, the province plans to adjust PSTQ invitation volumes according to the number of applications received during the initial PEQ intake. These changes are intended to support Quebec’s immigration admissions objectives for 2026–2029. The province has also indicated its intention to issue equal numbers of CSQs through the PSTQ and PEQ from June 10, 2026, through the end of the planning period in 2029.
