Canada to Invite 17,860 Sponsors Under 2025 Parents and Grandparents Program

Canada is once again making strides to bring families back together by reactivating its Parents and Grandparents Program (PGP) for the 2025 intake.

Starting July 28, 2025, Immigration, Refugees and Citizenship Canada (IRCC) will begin issuing 17,860 invitations to selected potential sponsors from the 2020 pool, aiming to finalize 10,000 applications for permanent residency this year.

Only 2020 Submissions Considered for This Round

This year’s round will exclusively draw from individuals who submitted an Interest to Sponsor form back in 2020. The government continues to use this backlog due to an overwhelming volume of submissions and limited annual quotas. As a result, no new intake period is being opened in 2025 for fresh applications.
Those selected will receive an official invitation, after which they can submit a complete application to sponsor their parents or grandparents for permanent resident status. No new entries or random draws outside this group are expected for the current year.

Understanding the Parents and Grandparents Sponsorship Pathway

The PGP is one of Canada’s primary immigration programs focused on reuniting families. It allows eligible Canadian citizens and permanent residents to bring their parents or grandparents to live permanently in Canada. However, because interest in this program consistently exceeds the number of available spots, IRCC uses a lottery-style system to choose who can apply each year.

Only those invited by the government are allowed to proceed with a sponsorship application. The process includes meeting income requirements and agreeing to financially support the sponsored relatives once they arrive in Canada.

Alternative Option: Canada’s Long-Term Super Visa

For those who are not selected in the 2025 PGP intake, Canada offers another route to family reunification — the Super Visa. This multi-entry visa is valid for up to 10 years and allows parents and grandparents to stay in Canada for as long as five years per visit.

Unlike the standard visitor visa, which only allows a six-month stay, the Super Visa is ideal for families who want longer visits without permanent settlement.

This visa offers a practical alternative for those who want their loved ones nearby for extended visits, even if they don’t qualify under the PGP.

Metro Areas Now Ineligible for Low-Wage LMIA Applications

The following Census Metropolitan Areas (CMAs) now fall under the exclusion list due to jobless rates exceeding the 6% threshold:
Family Size Minimum Required Funds (Annual)
1 person (student only) CAD $22,895
    2 people CAD $28,502
    3 people CAD $35,040
    4 people CAD $42,543
    5 people CAD $48,252
    6 people CAD $54,420
    7 people CAD $60,589
    Additional family member CAD $6,170

These figures represent a significant increase from the earlier requirement of CAD $20,635 for a single applicant, which had been in effect since January 1, 2024.

    What's Next for New Applicants?

As of now, no plans have been announced to reopen the Interest to Sponsor form to new applicants. IRCC remains focused on clearing the 2020 submissions.

Individuals interested in sponsoring future rounds should continue monitoring official updates and prepare ahead to respond quickly if new intake windows are announced.

Conclusion: Family Reunification Remains a Priority

Canada’s approach to family reunification remains strong through programs like the PGP and Super Visa.

While the PGP continues to experience high demand and limited entry, the Super Visa remains a valuable option for those seeking long-term family visits.
