Newfoundland and Labrador Invites 41 Workers in Latest Immigration Draw

Newfoundland and Labrador has conducted another provincial immigration draw, inviting 41 foreign workers to continue their pathway toward Canadian permanent residence (PR). The September 25 selection brings the province’s total number of provincial immigration invitations issued in 2026 to 2,695.

The latest round was limited to the Newfoundland and Labrador Provincial Nominee Program (NLPNP). No candidates were selected through the Atlantic Immigration Program (AIP), making this the fourth AIP-free selection round conducted by the province this year.

41 Workers Selected in September 25 Draw

The 41 invitations issued on September 25 were directed to NLPNP candidates. The province did not provide a breakdown of the invitations by immigration stream, occupation, industry, or candidate profile.

Candidates who receive a provincial nomination can use it to support their application for Canadian permanent residence through the federal immigration system.

This selection was Newfoundland and Labrador’s 16th provincial immigration draw of 2026, following a series of invitation rounds held throughout the year.

Newfoundland and Labrador Immigration Draw Results

The September 25 round produced fewer invitations than several of the province’s recent selections. For comparison, Newfoundland and Labrador invited 61 NLPNP candidates and one AIP candidate on September 18, while the September 4 round issued 97 NLPNP invitations.

The September 25 round produced the smallest combined invitation total among the province’s AIP-inclusive selections since Newfoundland and Labrador moved to an Expression of Interest model in February 2025.

Province Has Issued 2,695 Invitations in 2026

By September 25, Newfoundland and Labrador had issued 2,695 invitations through its provincial immigration selection process.

    The cumulative figure includes:

The number of invitations should not be confused with the province’s annual nomination allocation. For 2026, Newfoundland and Labrador has 2,854 spaces available across the NLPNP and AIP. Of these spaces, 2,379 are assigned to the NLPNP, while 475 are allocated to the AIP. These figures represent the number of nominations and endorsements available rather than the number of invitations that can be issued in individual draws.

How Candidates Move From Provincial Selection to PR

Candidates interested in Newfoundland and Labrador’s immigration pathways generally need to complete several stages before receiving a provincial nomination or endorsement.
First, applicants must qualify under an eligible NLPNP stream or the Atlantic Immigration Program. Eligible candidates then submit an Expression of Interest (EOI), where applicable, and enter the provincial candidate pool.
The province evaluates candidates according to its selection priorities and may issue an invitation during a future draw. Once invited, candidates must submit their complete application within the required 60-day period.

If the application is approved, the province issues a nomination or endorsement certificate. The candidate can then use that approval to submit a permanent residence application to the federal government.

Work Permit Option for Some Provincial Nominees

Foreign nationals already in Canada may have another option for maintaining their ability to work while their permanent residence application is being processed.

Under a temporary federal measure introduced on June 9, 2026, eligible base provincial nominees who have submitted their PR application can apply for a Bridging Open Work Permit (BOWP) without waiting for an Acknowledgement of Receipt (AOR) from the federal government.

This can be particularly relevant for eligible nominees whose existing work permits may expire while their permanent residence application is being processed.

    Current PR Processing Times

Processing timelines vary depending on the type of provincial or regional immigration application. The federal government’s processing-time update dated September 4 listed the following timelines:
Application type Processing time (Sept. 4)
    Base PNP 13 months
    Enhanced PNP 7 months
    AIP 26 months

These processing times are separate from the time required for provincial selection, nomination, or endorsement. Therefore, applicants should consider both the provincial stage and the federal PR processing stage when planning their immigration pathway.

    Conclusion

The September 25 selection demonstrates that Newfoundland and Labrador continues to issue invitations through its provincial immigration framework as the province works within its 2026 allocation.

For prospective applicants, having an eligible profile is only one part of the process. Candidates must also meet the requirements of the relevant pathway, maintain an active EOI profile, and be prepared to submit a complete application within the required timeframe if selected.

Applicants considering Newfoundland and Labrador as a destination for Canadian permanent residence should therefore review their eligibility, employment situation, job offer requirements and connection to the province before entering the candidate pool.
