    Latest Manitoba PNP draw 2025

    MPNP conducted another major draw on September 4, 2025, and issued 3,347 Letters of Advice to Apply (LAAs) in various immigration streams.

    The draw went on to mirror the province’s trend of having a balance of international education, skill immigration, and humanitarian relief for Ukrainian refugees and included special recruitments.

    Segregation of Invitations Based on Category

    1. International Education Stream

    The highest number of invitations – 1,866 LAAs – was reserved for the eligible candidates under the International Education Stream (IES). This stream is intended for international graduates of recent vintage from the post-secondary institutions of Manitoba who have in-demand skills in the province.

    By favoring its largest share, Manitoba is affirming its intention to hold onto locally educated talent and facilitate seamless transfer from study to permanent residency.

    2. Skilled Worker in Manitoba - Ukraine Selection Stream

    In consideration of continued humanitarian assistance, Manitoba released 1,466 invitations for Ukrainian citizens from the Skilled Worker in Manitoba stream. Qualified candidates were supposed to have connections with the province, like current work offers or significant connections with the regional community.

    The program is still releasing invitations for displaced Ukrainians to create a secure future for themselves in Manitoba.

    3. Skilled Worker Stream – Strategic Recruitment Initiatives

    A smaller but targeted pool of 15 invites was given to Skilled Worker Stream candidates either abroad or in Manitoba. The MPNP directly recruited these candidates under its own initiatives, and they provided an indication of filling specific labour needs by virtue of Manitoba’s own proactive measures.
    The minimum ranking score for invited candidates in such cases was 844, which indicated the level of competitiveness of such a stream. In this category, LAAs were further allocated as follows:

    Express Entry Applicants Included

    Of the total offers, 415 went to Canadian immigrants who have an Express Entry file and who have also been given a job seeker verification code.

    As such, these immigrants will benefit from faster processing under a federal system and, at the same time, enjoy the benefit of a provincial nomination.

    Invitation Distribution by Employment Source

    The following Census Metropolitan Areas (CMAs) now fall under the exclusion list due to jobless rates exceeding the 6% threshold:
