    Northwest Territories Launches New Immigration Draw System, Invites First Candidates in 2026

    In a major shift to its immigration strategy, the Northwest Territories has officially conducted its first-ever immigration draw under a newly introduced Expression of Interest (EOI) system. The move marks a significant transformation in how candidates are selected under the Northwest Territories Nominee Program (NTNP).

    The inaugural draw took place on March 25, 2026, and focused exclusively on candidates applying through the Employer-Driven Stream.

    First Draw Invites 65 Candidates

    In its first selection round under the EOI model, the territory issued 65 Invitations to Apply (ITAs) to top-ranking candidates. These invitations were drawn from a pool of 295 registered profiles, with only the highest-scoring applicants receiving an opportunity to move forward. The invitations were distributed across three key pathways within the Employer-Driven Stream:

    Nearly half of the invitations were allocated to candidates aligned with the Express Entry pathway, highlighting the territory’s focus on skilled talent already in the federal immigration system.

    Score Range Reflects Competitive Selection

    Candidates selected in this round had EOI scores ranging between 417 and 597, indicating a competitive selection process. As with other EOI-based systems across Canada, only those with the strongest profiles were invited.

    Officials have also confirmed that future cutoff scores will continue to fluctuate depending on the quality and composition of candidates in the pool at the time of each draw.

    The OINP issued Invitations to Apply (ITAs) across four separate draws. The healthcare and early childhood education category dominated this round, receiving the majority of invitations.

    Alongside the results, the territorial government has released a schedule for upcoming draws under the Employer-Driven Stream. Two additional rounds of invitations are planned:

    Why the NTNP Switched to an EOI System

    Earlier in 2026, the Government of the Northwest Territories transitioned from a first-come, first-served model to an EOI-based system. This change was introduced to better manage increasing application volumes and ensure that the most qualified candidates are selected efficiently.

    What Happens to Unselected Profiles?

    Candidates who do not receive an invitation are not immediately removed from the system. Instead, their profiles remain active in the pool for up to 12 months, giving them multiple chances to be selected in future draws.

    Major Immigration Reforms on the Horizon

    These latest draws come at a time when Ontario is preparing to overhaul its immigration system. Significant changes to the Ontario Immigration Act are set to take effect on May 30, 2026. As part of this restructuring, the province plans to eliminate its current stream-based system, including categories such as graduate streams, skilled worker pathways, and entrepreneur programs. In place of the existing framework, Ontario has proposed four new immigration pathways:
