Northwest Territories Launches New Immigration Draw System, Invites First Candidates in 2026
In a major shift to its immigration strategy, the Northwest Territories has officially conducted its first-ever immigration draw under a newly introduced Expression of Interest (EOI) system. The move marks a significant transformation in how candidates are selected under the Northwest Territories Nominee Program (NTNP).
The inaugural draw took place on March 25, 2026, and focused exclusively on candidates applying through the Employer-Driven Stream.
First Draw Invites 65 Candidates
In its first selection round under the EOI model, the territory issued 65 Invitations to Apply (ITAs) to top-ranking candidates. These invitations were drawn from a pool of 295 registered profiles, with only the highest-scoring applicants receiving an opportunity to move forward. The invitations were distributed across three key pathways within the Employer-Driven Stream:
- NWT Express Entry: 32 invitations
- Skilled Worker: 20 invitations
- Entry Level/Semi-Skilled: 13 invitations
Nearly half of the invitations were allocated to candidates aligned with the Express Entry pathway, highlighting the territory’s focus on skilled talent already in the federal immigration system.
Score Range Reflects Competitive Selection
Candidates selected in this round had EOI scores ranging between 417 and 597, indicating a competitive selection process. As with other EOI-based systems across Canada, only those with the strongest profiles were invited.
Officials have also confirmed that future cutoff scores will continue to fluctuate depending on the quality and composition of candidates in the pool at the time of each draw.
Draw Details: Stream-Wise Invitation Breakdown
The OINP issued Invitations to Apply (ITAs) across four separate draws. The healthcare and early childhood education category dominated this round, receiving the majority of invitations.

Upcoming Draw Dates Announced for 2026
Alongside the results, the territorial government has released a schedule for upcoming draws under the Employer-Driven Stream. Two additional rounds of invitations are planned:
- June 25, 2026
- September 25, 2026
To be eligible for these draws, candidates must submit their EOI profiles before the respective deadlines:
- June draw: Submit by June 22, 2026
- September draw: Submit by September 22, 2026
Each draw is expected to invite up to 65 candidates, similar to the first round.
Why the NTNP Switched to an EOI System
Earlier in 2026, the Government of the Northwest Territories transitioned from a first-come, first-served model to an EOI-based system. This change was introduced to better manage increasing application volumes and ensure that the most qualified candidates are selected efficiently.
Under the new system, candidates must first express their interest by submitting a profile, rather than applying directly for nomination.
How Candidates Are Assessed
EOI profiles are evaluated using a comprehensive points system based on three main criteria:
- Skills and Experience (up to 375 points): Includes age, education, work experience, and language proficiency
- Connections to the Territory (up to 340 points): Such as employment status, job offers in trades, or prior work experience in the region
- Settlement Potential (up to 130 points): Factors like family ties or previous education in the territory
This scoring approach ensures that candidates not only meet labor market needs but are also more likely to establish long-term roots in the region.
Employer’s Role Remains Central
As the name suggests, the Employer-Driven Stream requires active participation from employers. The process begins with securing a valid job offer from an eligible employer in the territory. The key steps include:
- Obtain a qualifying job offer
- Ensure both the employer and the candidate meet eligibility criteria
- Employer creates an online profile on behalf of the candidate
- Candidate submits an EOI using employer credentials
- Profile is scored and ranked by the territorial government
If selected, the employer proceeds to submit a full nomination application.
What Happens to Unselected Profiles?
Candidates who do not receive an invitation are not immediately removed from the system. Instead, their profiles remain active in the pool for up to 12 months, giving them multiple chances to be selected in future draws.

- NOC 11101 – Financial and investment analysts
- NOC 11102 – Financial advisors
- NOC 11201 – Professional occupations in business management consulting
- NOC 11202 – Professional occupations in advertising, marketing and public relations
- NOC 12013 – Supervisors, supply chain, tracking and scheduling coordination occupations
- NOC 12200 – Accounting technicians and bookkeepers
- NOC 12201 – Insurance adjusters and claims examiners
- NOC 13100 – Administrative officers
- NOC 13110 – Administrative assistants
- NOC 13201 – Production and transportation logistics coordinators
- NOC 21211 – Data scientists
- NOC 21221 – Business system specialists
- NOC 21231 – Software engineers and designers
- NOC 21233 – Web designers
- NOC 21300 – Civil engineers
- NOC 21321 – Industrial and manufacturing engineers
- NOC 22214 – Technical occupations in geomatics and meteorology
- NOC 22221 – User support technicians
- NOC 22303 – Construction estimators
- NOC 33109 – Other assisting occupations in support of health services
- NOC 41321 – Career development practitioners and career counsellors (except education)
- NOC 42201 – Social and community service workers
- NOC 42202 – Early childhood educators and assistants
- NOC 51114 – Translators, terminologists and interpreters
- NOC 52113 – Audio and video recording technicians
- NOC 70010 – Construction managers
- NOC 70020 – Managers in transportation
- NOC 73301 – Bus drivers, subway operators and other transit operators
Major Immigration Reforms on the Horizon
These latest draws come at a time when Ontario is preparing to overhaul its immigration system. Significant changes to the Ontario Immigration Act are set to take effect on May 30, 2026. As part of this restructuring, the province plans to eliminate its current stream-based system, including categories such as graduate streams, skilled worker pathways, and entrepreneur programs. In place of the existing framework, Ontario has proposed four new immigration pathways:
- A unified Employer: Job Offer stream
- A dedicated healthcare-focused stream
- An entrepreneur pathway
- An exceptional talent stream
While the structure of these new pathways has been outlined, detailed information regarding eligibility criteria and timelines is still awaited.
A New Direction for Northern Immigration
With two more draws scheduled for 2026, prospective applicants still have opportunities to secure a provincial nomination—provided they meet the evolving criteria and timelines.
