Ontario Overhauls Immigration Job Offer Streams: Employers to Take the Lead from July 2
Ontario is set to implement a fundamental transformation in how it manages immigration applications under its Employer Job Offer streams. Starting July 2, 2025, foreign nationals will no longer drive the application process—employers will now be the ones initiating the pathway to provincial nomination under the Ontario Immigrant Nominee Program (OINP).
This marks a strategic shift aimed at strengthening program integrity and improving oversight in selecting foreign talent for job vacancies across the province.
What’s Changing? A New Employer-First Application Model
Now, Ontario is turning that approach on its head.
Beginning July 2, 2025, employers must first register their job offers through a newly launched Employer Portal. Only after the province receives and processes this employer-submitted information can a foreign candidate move forward with their EOI submission.
This new approach aims to ensure that job offers meet Ontario’s employment standards before candidates enter the immigration pool.

What Applicants and Employers Need to Do
For Employers:
- Get ready to use the new Employer Portal from July 2
- Prepare required documentation on the offered position in advance
- Coordinate with your chosen foreign national candidates to ensure timely follow-up
For Applicants:
- Speak to your employer about reinitiating the application process under the new rules
- Be aware that your previous EOI will be automatically canceled
- Once your employer submits their job details, you may re-register your profile in the system
This change increases the importance of employer engagement and shifts control over immigration applications squarely into the hands of Ontario businesses.
