    Ontario Overhauls Immigration Job Offer Streams: Employers to Take the Lead from July 2

    Ontario is set to implement a fundamental transformation in how it manages immigration applications under its Employer Job Offer streams. Starting July 2, 2025, foreign nationals will no longer drive the application process—employers will now be the ones initiating the pathway to provincial nomination under the Ontario Immigrant Nominee Program (OINP).

    This marks a strategic shift aimed at strengthening program integrity and improving oversight in selecting foreign talent for job vacancies across the province.

    What’s Changing? A New Employer-First Application Model

    Previously, candidates applying through OINP’s Employer Job Offer categories were responsible for starting their application journey. They would first submit an Expression of Interest (EOI) and then request their prospective employer to provide supporting documents for the job offer.

    Now, Ontario is turning that approach on its head.

    Beginning July 2, 2025, employers must first register their job offers through a newly launched Employer Portal. Only after the province receives and processes this employer-submitted information can a foreign candidate move forward with their EOI submission.

    This new approach aims to ensure that job offers meet Ontario’s employment standards before candidates enter the immigration pool.

    Which Immigration Streams Are Affected?

    The updated system will apply to all three sub-streams within the Employer Job Offer category:
    If you are a candidate who has already submitted an EOI under one of these streams, it’s important to note that your profile will soon be invalidated, and you’ll need to restart the process with the cooperation of your employer.

    The transition to the employer-led process will unfold in several phases, including a complete system freeze and profile reset:

    June 21 – June 22 All existing EOIs will expire and be purged from the OINP system
    June 27 – June 29 OINP’s digital application system will be completely offline
    July 2 The new Employer Portal officially launches and registration begins
    Once the portal goes live, employers can submit job details directly to the province. After approval, their candidates can proceed to register new EOIs, which will remain valid for up to one year.
