Quebec Conducts Latest Skilled Worker Draw
The province of Quebec has once more brought forward its immigration program draw, inviting 231 qualified professionals as part of the potential permanent selection.
The immigration invites that were released on August 28, 2025, were under the Skilled Worker Selection Program (Programme de sélection des travailleurs qualifiés – PSTQ) in two different streams: the Highly Qualified and Specialized Skills Stream and the Exceptional Talents Stream.

- Total invitations issued: 231
- Streams covered: Stream 1 (Highly Qualified and Specialized Skills) & Stream 4 (Exceptional Talent)
- Minimum points required: 760 (for Stream 1 candidates)
- Major eligibility requirements: Quebec schooling, other qualifications, and practicing experience
Stream 1: Highly Qualified and Specialised Skills
- Now resides in Quebec.
- Graduation from an accredited diploma from any Quebec institution (college, university, or vocational school).
- Learning qualifications: at least 30 credits of university study or at least 900 hours of study with a college or vocational diploma.
- A minimum of 760 points in the Quebec grid system of immigration.
- Such a stream is composed to keep the students and professionals trained in the province who can readily apply in Quebec's labor market.
Stream 4: Exceptional Talent
- A PhD is required.
- At least three years of professional experience in the main field in the past five years.
- Its target is the attraction of individuals with exceptional skills that is in a position to invigorate creativity and rural economic growth.
Immigration Policy in Quebec
The draw is within Quebec’s dynamic immigration strategy that has undergone numerous reforms as well as short-term freezes in recent few months.
Measures Already in Place:
- Suspension of the Quebec Experience Program (PEQ) - Worker Pathway until November 30, 2025. Suspension of the PEQ - Diplômes Pathway up to the same date.
- Reopening the PSTQ program in July 2025.
- Suspension of the intake of sponsorships of refugees under the Program for Refugees Abroad (Collective Sponsorship) through December 31, 2027.
Proposals in Consultation:
- Setting out specific temporary resident targets to progressively decrease temporary admissions.
- Reducing the foreign temporary workers in Quebec from 72,000 to 65,000 in four years.
- Lowering the number of foreign laborers in Montreal by half. Admitting current temporary residents as permanent residents.
- Requiring foreign workers to meet a minimum French language standard to renew work permits.
- These plans remained available for public comment until August 15, 2025, and the final immigration levels plan should be published in October 2025.
What Does this Mean for Immigration Candidates
The current draw is similar to Quebec’s two-track policy – a warm welcome to well-qualified new graduates and professionals who are in the province, along with others who are world-recognized. At the same time, the future plans of the government promise a more selective and French-language-based immigration system.
