Manitoba Holds 10th Immigration Draw of 2026, Prioritizes Recruitment Initiatives

The Manitoba Provincial Nominee Program (MPNP) conducted another immigration draw on May 21, continuing its focus on skilled foreign workers connected to Manitoba through targeted recruitment efforts. The latest round invited candidates from both pathways under the Skilled Worker Stream and placed significant emphasis on applicants linked to Manitoba-specific recruitment campaigns and temporary work permit policies.

This selection round became Manitoba’s 10th draw of 2026 and one of the province’s larger invitation rounds this year.

Manitoba Issues 96 Invitations in Latest Draw

In the May 21 draw, Manitoba issued a total of 96 Letters of Advice to Apply (LAAs) to eligible candidates who had active Expression of Interest (EOI) profiles.

The invitations were issued under the following immigration pathways:

To qualify for consideration, applicants needed to confirm in their EOI profile that they had received a direct invitation through a Manitoba strategic recruitment initiative or through the Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP).

Breakdown of Invitations by Recruitment Category

The largest share of invitations in this round went to individuals connected to the temporary public policy initiative. The table below shows how invitations were distributed across Manitoba’s recruitment categories:
    Strategic recruitment initiative LAAs issued
    Employer Services 31
    Ethnocultural Communities 9
    Francophone Community 4
    Regional Communities 4
Temporary Public Policy to Facilitate Work Permits for Prospective Provincial Nominee Program Candidates (TPP) 48
Half of all invitations issued in this draw were allocated to TPP-related applicants, showing Manitoba’s continued effort to support temporary residents already connected to the province’s labour market.

    Manitoba Continues TPP-Focused Selection Rounds

Earlier this month, Manitoba announced that future invitation rounds would prioritize foreign nationals who obtained Manitoba-specific work permits under the Temporary Public Policy program. Although the policy has now expired, the province is still processing eligible individuals connected to it.
The previous draw held on May 7 also reflected this approach, with a substantial number of invitations going to TPP-linked candidates.

Express Entry Candidates Also Received Invitations

Among the 96 invitations issued in the latest draw, 20 were sent to candidates who had active federal Express Entry profiles along with valid job seeker validation codes.

These applicants may benefit from enhanced provincial nomination opportunities, which can significantly improve their chances of receiving permanent residence invitations from the federal government.

Why Some Eligible Profiles May Not Have Received an Invitation

Manitoba explained that some candidates who appeared to meet the selection requirements may still not have received an LAA. According to the province, common reasons include:

The province indicated that it is currently prioritizing applications connected to support letters approved before that date.

The MPNP also shared updated figures covering immigration activity between January and April 2026 under the Skilled Worker Stream.

    Manitoba’s Immigration Strategy Remains Labour-Focused

The latest draw demonstrates Manitoba’s continued preference for candidates who already have a connection to the province through employers, community initiatives, regional programs, or temporary work permits.

By targeting applicants with local ties and labour market integration, Manitoba aims to address workforce shortages while supporting long-term economic growth across the province.

With additional draws expected throughout the year, skilled workers connected to Manitoba may continue to see opportunities through both base and enhanced provincial nomination streams.
