Manitoba Targets Skilled Talent in August’s First PNP Invitation Round
Manitoba greeted August 2025 with a new selection draw through the Manitoba Provincial Nominee Program (MPNP), inviting a select few skilled workers to proceed to the next step toward Canadian permanent residence.
Details of the August 7 Selection
The latest invitation round, which was referred to as EOI Draw #251, took place on August 7, 2025, and included the Skilled Worker in Manitoba and the Skilled Worker Overseas streams.
In this draw:
- 37 Advice Letters to Apply (LAAs) were published.
- Applicants needed at least 724 points on Manitoba's internal points system.
- All the short-listed candidates had been the target of focused recruitment efforts.

The following Census Metropolitan Areas (CMAs) now fall under the exclusion list due to jobless rates exceeding the 6% threshold:

Also, seven participants had active Express Entry profiles with active job seeker validation codes.
Why Meeting the Score Isn't Always Enough
- Applicants submit language test scores but do not provide a valid test ID or post-expired scores.
- Applicants claim to have a clear invitation but do not provide a real invitation number on their Expression of Interest.
How Strategic Recruitment Works in Manitoba
Strategic recruitment is a provincial program that unites Manitoba employers and communities and overseas professionals with in-demand skills. Employers are able to backfill long-term shortage job vacancies using these arrangements, while successful applicants can become permanent residents of the province.
The employers must qualify under the recruitment eligibility standards and pass Manitoba’s hiring process as mandated in order to become eligible. The applicants, on the other hand, must prove that they qualify under the program’s language, work experience, education, and age requirements, as well as any special cases that apply to the recruitment stream.
Retention is the Main Reason
One of the selection factors is whether or not the candidate is likely to remain in Manitoba. Candidates with strong professional or professional connections to another province could be considered less likely to remain, and this can impact the nomination decision. Last Note:
With just 37 invitations during this round, Manitoba still has to make its PNP draws very selective, inviting those who can fill the province’s near-term labor gaps and are interested in settling in the province in the long run.
