In a recent draw conducted by the Manitoba Provincial Nominee Program (MPNP), a total of 1,113 Letters of Advice to Apply (ITA) were issued under the Skilled Worker Overseas category. The draw, which took place on December 21, 2023, targeted skilled workers who possess the qualifications and experience required to contribute to the province’s workforce.
The key details of the draw are as follows:

Out of the total ITAs, 529 were specifically allocated to candidates who declared a valid Express Entry profile number and job seeker validation code.
Notably, this draw excluded candidates who had received an Invitation to Apply (ITA) to the MPNP under a Strategic Recruitment Initiative. The selection process focused on candidates who demonstrated their language proficiency in English or French through approved third-party language tests.
Candidates with a higher score than the lowest-ranked invitee may not have received an ITA due to specific reasons. These reasons include not providing a valid Test Number in their Expression of Interest (EOI) or having an invalid language test. The MPNP encourages such candidates to update their EOI with the correct information to be considered in the next draw from the EOI pool.
Furthermore, candidates who indicated they are working in a regulated occupation and are fully licensed to work in Manitoba were favored in this draw. However, the MPNP warns that it may refuse full applications from candidates who do not actually work in a regulated occupation or fail to provide proof of necessary licensing steps. Candidates facing this situation are advised to consider declining their Letter of Advice to Apply.
The MPNP emphasizes that help text is available for each question in the EOI, providing detailed information on the required information. Candidates are encouraged to review and update their profiles to ensure accuracy and enhance their chances in future draws.
The issuance of these ITAs underscores Manitoba’s commitment to attracting skilled professionals who can contribute to the province’s economic growth and development.
