    Third Express Entry Draw of the Week Issues 3,750 ITAs to Healthcare Workers

    In its latest move, Immigration, Refugees, and Citizenship Canada (IRCC) has extended invitations to apply (ITAs) during the third Express Entry draw of the week, held on July 5th, 2024.

    This draw specifically targeted candidates in healthcare occupations, with 3,750 ITAs issued. To qualify, applicants must achieve a minimum Comprehensive Ranking System (CRS) score of 445.

    If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

    This marks the second category-specific draw of the week, following an earlier draw on July 4 targeting 1,800 candidates in trade occupations.

    Earlier this week, on July 2, IRCC conducted a draw focusing exclusively on candidates under the Provincial Nominee Program (PNP), inviting 920 applicants with a minimum CRS score of 739.

    The total number of ITAs issued this week now stands at 6,470, representing the highest issuance since April.

    The recent pattern of specialised draws began earlier this year, with IRCC conducting four such draws since May 30, three of which were specifically for PNP candidates.

    Specialized draws exclusively consider candidates from the Express Entry pool who have applied through programs like the Canadian Experience Class (CEC), the Federal Skilled Worker Program (FSWP), or the Federal Skilled Trades Program (FSTP). In PNP-only draws, candidates are considered only if nominated through an Express Entry-aligned stream of a PNP, a process known as enhanced nomination.

    Until recently, this type of draw had not occurred since the introduction of category-based selection draws in May 2023. However, starting in January of this year, IRCC has been focused on managing the high numbers of temporary residents in Canada. One strategy involves providing more pathways for temporary residents—those in Canada on work or study permits, or visitor visas—to transition to permanent residency (PR).

    Many temporary residents seeking PR, who either reside in Canada currently or have previous Canadian experience, apply through the CEC. Similarly, candidates under the PNP stream also pursue this route. This approach allows IRCC to meet its annual targets for “Federal High Skilled Workers” (Express Entry), as outlined in the Immigration Levels Plan, while simultaneously addressing the population of temporary residents in Canada.

    Express Entry Draw Reports​

    Express Entry Overview:

    Launched in 2015, Express Entry is a streamlined application management system by IRCC designed to expedite the processing of skilled worker applications. It encompasses candidates from the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC).
    The Comprehensive Ranking System (CRS) used in Express Entry evaluates candidates based on factors like age, work experience, education, language proficiency, and job offer presence. Each factor receives a specific score, culminating in an overall CRS score. Higher CRS scores increase a candidate’s likelihood of receiving an Invitation to Apply (ITA) in subsequent draws.
    Express Entry draws come in various forms: program-specific draws, category-based selection draws, and general draws. General draws consider all candidates in the Express Entry pool without focusing on specific programs or occupations.

    Category-based Selections of Express Entry

    Category-based selection draws, introduced in 2023, aim to target candidates with specific in-demand attributes essential to Canada’s workforce or to bolster the French-speaking demographic. IRCC has identified six categories for potential ITA issuance:

    1. Healthcare occupations
    2. Science, technology, engineering, and mathematics (STEM) professions
    3. Trades occupations (e.g., carpenters, plumbers)
    4. Transport occupations
    5. Agriculture and agri-food occupations
    6. French-language proficiency


    These draws are not restricted to a particular program and tend to feature lower CRS score requirements compared to general draws. They play a crucial role in IRCC’s strategy to efficiently manage skilled worker immigration and demographic goals.
