    Immigration, Refugees, and Citizenship Canada (IRCC) have issued 1,613 Invitations to Apply (ITAs) in the latest Express Entry draw, held on October 7, 2024. This draw exclusively targeted candidates in the Express Entry pool who had a nomination from a Provincial Nominee Program (PNP). In this draw, candidates needed a minimum Comprehensive Ranking System (CRS) score of 743 to be considered. This marks the first Express Entry draw of October, setting the stage for potential further draws in the coming weeks.

    Recent Express Entry Trends

    The most recent draw before today occurred on September 19, 2024, when IRCC invited 4,000 candidates from the Canadian Experience Class (CEC) pool. In that draw, candidates needed a minimum CRS score of 509, which was slightly higher than the previous CEC-focused draw on August 27, where the minimum score was 507. Over the summer, IRCC has significantly increased its focus on the Canadian Experience Class, issuing 21,800 ITAs to CEC candidates since July 2024. This strategy aligns with the department’s goal of increasing “domestic” draws that prioritize individuals already living and working in Canada as temporary residents. By doing so, IRCC aims to streamline these individuals’ transition to permanent residency, supporting the government’s targets for permanent resident admissions.

    Comparison with Previous Years

    Looking back at 2023, IRCC held four draws throughout October, inviting a total of 9,173 candidates. As we move further into 2024, it remains to be seen whether the current trend of targeted draws will continue or whether IRCC will adjust its approach in the coming months. With Express Entry continuing to play a key role in Canada’s immigration system, both prospective immigrants and immigration professionals will be watching closely for further announcements from IRCC as the department strives to meet its immigration targets for 2024.

    What is Express Entry?

    Express Entry is Canada’s online system for managing applications from skilled workers seeking to immigrate to the country. Launched in 2015 by Immigration, Refugees, and Citizenship Canada (IRCC), it aims to efficiently select candidates who can fill critical gaps in the Canadian labor market. Express Entry manages applications for three key immigration programs: the Federal Skilled Worker Program (FSWP), the Federal Skilled Trades Program (FSTP), and the Canadian Experience Class (CEC). Candidates are ranked using the Comprehensive Ranking System (CRS), which assesses them based on factors like work experience, age, education, language proficiency, and occupation. Additional points are awarded for having a spouse or partner, a sibling in Canada, or Canadian work or educational experience. The higher a candidate’s CRS score, the greater their chances of receiving an Invitation to Apply (ITA) for permanent residency during an Express Entry draw.

    Category-Based Selection

    Since May 2023, IRCC has introduced category-based selection draws to better match candidates with urgent labor market needs. These draws target specific industries or demographic groups and typically have lower CRS cut-off scores compared to general or program-specific draws. IRCC currently uses six categories for these targeted draws:
    • Healthcare
    • Science, technology, engineering, and mathematics (STEM)
    • Trades
    • Transport
    • Agriculture and agri-food
    • French language proficiency
    These categories were developed after consultations with industry stakeholders and an analysis of Canada’s labor market conditions. IRCC also aims to admit 6% of all newcomers to French-speaking minority communities outside of Quebec, which is reflected in the French language proficiency category. Although CRS scores in category-based draws are often lower than in other types of draws, candidates still need to submit an Express Entry profile to be considered. Having a high CRS score continues to be an advantage, regardless of the draw type.
