    Canada Express Entry Draw : 1,800 invitations to candidates with Trade occupations

    Immigration, Refugees, and Citizenship Canada (IRCC) held a category-based Express Entry draw on October 23, 2024, focusing on candidates in trade occupations. In this round, 1,800 Invitations to Apply (ITAs) were issued to applicants who met the minimum Comprehensive Ranking System (CRS) score requirement of 433.
    This marks a significant return to trade-specific draws, the first since July 4, 2024. On that date, a similar draw was held with the same number of invitations, though the CRS cutoff was slightly higher at 436. The October 23 draw also stands out as the first non-French language category-based draw since early July.

    If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

    Multiple Draws in One Week: A Strategic Move by IRCC

    The October 23 trade draw was the third Express Entry draw conducted by IRCC in just one week. On October 22, IRCC invited 400 candidates under the Canadian Experience Class (CEC) category, with a CRS threshold of 539. A day earlier, on October 21, 648 candidates nominated under the Provincial Nominee Program (PNP) were invited, with CRS scores of at least 791.
    This clustering of draws is part of IRCC’s ongoing strategy to issue multiple invitations across different categories, often targeting provincial nominees or candidates already residing in Canada on temporary permits. By holding these back-to-back draws, IRCC continues to emphasize its focus on domestic immigration streams, providing a pathway for temporary residents to gain permanent residency.

    IRCC’s pattern of conducting frequent draws aligns with its larger goals outlined in Canada’s Immigration Levels Plan. These initiatives aim to balance reducing the number of temporary residents in Canada while ensuring a steady flow of new permanent residents. The next Immigration Levels Plan, which will set targets for 2025-2027, is expected to be released by November 1, 2024.
    The department had planned to welcome 110,770 new permanent residents in 2024, although it remains to be seen if this target has been achieved. ITAs issued during the latter part of the year, such as those from the October draws, will likely be processed in 2025 due to IRCC’s six-month processing standard for Express Entry applications.

    Express Entry is Canada’s primary system for managing applications under its key economic immigration programs: the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP). This system helps Canada meet its labor market needs by prioritizing candidates who are most likely to contribute to the national economy.

    The CRS Scoring System

    The Comprehensive Ranking System (CRS) evaluates candidates based on several human capital factors such as age, education, work experience, and language proficiency. Each factor is assigned a score, which is combined to create a total CRS score. Applicants with higher scores are more likely to receive ITAs in upcoming draws.
    In addition to the core factors, candidates who receive a provincial nomination under the PNP automatically gain an extra 600 CRS points, greatly improving their chances of receiving an ITA. Other factors such as having family in Canada or applying with a spouse can also boost a candidate’s overall score.
