    Canada Express Entry Draw : 400 invitations to candidates with Canadian work experience

    Immigration, Refugees, and Citizenship Canada (IRCC) issued Invitations to Apply (ITAs) in the latest Express Entry draw on October 22nd. In this round, 400 ITAs were extended to candidates under the Canadian Experience Class (CEC) category.
    To qualify, candidates needed a minimum Comprehensive Ranking System (CRS) score of 539.

    If more than one candidate has the lowest score, the cut-off is based on the date and time they submitted their Express Entry profiles.

    Second Draw This Week for Express Entry

    This latest draw marks the second one conducted by IRCC this week. Just a day earlier, on October 21, a separate draw invited 648 candidates from the Provincial Nominee Program (PNP) with a significantly higher minimum CRS score of 791. This ongoing frequency of multiple draws within a single week demonstrates IRCC’s increased activity in meeting immigration targets through the Express Entry system.

    Shifting Patterns in IRCC Draws

    Over the past few months, IRCC has shown a pattern of conducting multiple Express Entry draws within the same week, often alternating between draws targeting PNP and CEC candidates. This approach underscores the department’s focus on increasing the number of domestic applicants for permanent residence—particularly those already living and working in Canada as temporary residents under the CEC program. The strategy helps to both reduce the temporary resident backlog and fulfill annual immigration targets set forth in Canada’s Immigration Levels Plan.
    The new Immigration Levels Plan, expected to be announced by November 1, 2024, will outline Canada’s immigration targets for 2025 to 2027. The current plan aims to welcome 110,770 new permanent residents through the Express Entry system in 2024. However, it remains unclear whether IRCC is on track to meet this goal, as specific data on this year’s admissions has yet to be released.

    Processing Timelines and 2025 Admissions

    finalized in 2025, as IRCC’s standard processing time for Express Entry applications is typically six months. As a result, candidates in the most recent draws may not receive their permanent residence status until the following year.

    Understanding the Express Entry System

    Express Entry is Canada’s premier application management system for economic immigration, encompassing three key programs: the Federal Skilled Worker Program (FSWP), Canadian Experience Class (CEC), and the Federal Skilled Trades Program (FSTP). These programs aim to attract skilled workers who can help address labor shortages and contribute to Canada’s economy.
    Candidates are ranked using the Comprehensive Ranking System (CRS), which assigns scores based on factors such as age, education, work experience, language proficiency, and whether they have a spouse or family in Canada. The highest-scoring candidates receive ITAs in subsequent draws.
    In PNP-specific draws, candidates benefit from receiving an additional 600 CRS points if nominated by a province. This often leads to significantly higher CRS scores in PNP draws compared to other Express Entry categories.
